Learn, exchange, grow, and serve. The U.S. Department of State offers many programs for non-U.S. citizens wishing to come to the U.S. for cultural, educational, or professional exchange. These programs are augmented by local opportunities in countries around that world that allow non-U.S. citizens to explore U.S. culture and the English language.
More than 430 international student advising centers in more than 175 countries and territories that offer information about opportunities to study at accredited postsecondary institutions in the United States.

The Community Solutions Program (CSP) is a professional development program for the best and brightest global community leaders working on issues related to the environment, tolerance and conflict resolution, transparency and accountability, and women and gender. Community Solutions is a year-long program that includes a four-month fellowship at a U.S. community-based organization, government office or legislative body. Through tailored, hands-on learning experiences and the Community Leadership Institute, fellows gain valuable experience in U.S.-based community work, increase skills and knowledge, strengthen their capacity for leadership and development in their home countries, bring years of experience to community development in the United States, and create action plans for community-based initiatives back home. U.S.-based institutions that host CSP fellows are community-based, non-profit organizations or government offices that actively engage in community development projects.

The Global Undergraduate Exchange Program (Global UGRAD) provides a diverse group of emerging student leaders with a scholarship for one semester of non-degree academic study at a U.S. college or university. Global UGRAD is a program of the Bureau of Educational and Cultural Affairs of the United States Department of State, and aims to recruit participants from underrepresented backgrounds who have not had other opportunities to study in the United States. Successful applicants can expect an in-depth exposure to U.S. society, culture, and academic institutions, as well as opportunities to enhance their professional skills.
Hubert Humphrey Fellowship Program
The Hubert Humphrey Fellowship Program brings mid-career professionals from designated countries to the United States for a year of non-degree graduate-level study, leadership development, and professional collaboration with U.S. counterparts.
Mandela Washington Fellowship for Young African Leaders
The Mandela Washington Fellowship for Young African Leaders is a flagship program of President Obama’s Young African Leaders Initiative (YALI) that empowers young people through academic coursework, leadership training, and networking. Fellowships provide outstanding young leaders with the opportunity to hone their skills at a U.S. university, and support their professional development after they return home.
Pan-Africa Youth Leadership Program
The Pan-Africa Youth Leadership Program (PAYLP) is a development exchange program funded by the U.S. Department of State’s Bureau of Educational and Cultural Affairs and implemented by the Meridian International Center, a U.S. based non-profit organization dedicated to strengthening international understanding and global engagement.
Alumni Engagement Innovation Fund
The Embassy of the United States in Lilongwe announces an open competition for past participants (“alumni”) of U.S. government-funded and U.S. government-sponsored exchange programs to submit applications to the 2022 Alumni Engagement Innovation Fund (AEIF 2022).
Embassy Lilongwe welcomes proposals for funding under the Ambassador’s Special Self-Help Fund. This program seeks to fund small but important projects that will create small business opportunities, teach marketable skills, and expand educational opportunities at the local level. All projects are community based, initiated and administered locally, and have significant community contributions in cash, labor, or materials. Examples of projects funded in the past include oil and nut processing improvement, dairy production improvement, school libraries, girls’ hostels, biogas digesters, efficient stove installations, a mushroom lab, and clean water provision.
